Solicitation - Small Hydropower Initiative

Please Note: The Small Hydropower Initiative solicitation described below is now closed. We expect to announce a new solicitation in Summer 2009 that will be open to both wholesale and on-site hydropower projects.

Summary:

The Massachusetts Technology Collaborative, as administrator of the Renewable Energy Trust Fund, is seeking applications for construction funding for hydropower generation projects through its Small Hydropower Initiative.  MTC seeks to improve the efficiency and ecological acceptability of the region’s portfolio of small wholesale hydropower assets.  SHI has approximately $1.5 million available for this solicitation.  MTC is accepting applications for upgrade, rehabilitation, redevelopment or development of eligible run-of-river hydropower projects with nameplate capacity between 100 kW and 30 MW.  Projects must be located within the control area of the Independent System Operator – New England (ISO-NE) and sell all power generated into that control area.  For projects located outside Massachusetts, no more than 25% of the electricity generated may be consumed onsite.  All projects must result in an increase in energy generation; projects also resulting in benefits to riverine ecology are preferred. 

Grants and pre-paid REC contracts are limited to $750,000 per project; loans are limited to $1,000,000 per project.  A minimum applicant cost-share of 25% is required for all projects.
